This method may be realized through the participation of the administrative units with the central authority, In the regional authorities exercise. The domination of the central authority to manage the national other affaires concerning all the citizens , impose upon the legislator a kind of equilibrium among the regional affaires that are related to the population, and the national affairs. This study reached the following results :- _ The administrative decentralization represents one of the administrative ways because it combines with the other functions of the central authority, or the ((PCs)) provincial councils. The administration decentralization differs from the political decentralization due to : - the dependency only on the administration function while the second depends on the essential duties of the state ; legislative , executive and judicial. - The duality that is existed among the executive and the judiciary tasks, of the federal and regional governments. o Islam. The administration decentralization differs from the political decentralization due to : -the dependency only on the administration function while the second depends on the essential duties of the state ; legislative , executive and judicial.-The duality that is existed among the executive and the judiciary tasks, of the federal and regional governments. o Islam. تعد اللامركزية الإدارية الإقليمية من أهم أساليب التنظيم الإداري للدولة المعاصرة ويتحقق هذا الأسلوب (أو الطريق) من خلال أشراك الوحدات الإدارية مع السلطة المركزية في ممارسة السلطات المحلية .على ان تقوم السلطة المركزية بإدارة الشؤون الإدارية ذات الطابع الوطني التي تهم جميع مواطني الدولة. ويقتضي هذا الأمر أن يأخذ المشرع بنظر الاعتبار التوازن (المزج) بين الشؤون المحلية والتي تهم سكان (الوحدة الإدارية المحلية ) وبين الشؤون الوطنية (العامة) لتحقيق التطبيق الأمثل للامركزية الإدارية الإقليمية وقد استخلصت الدراسةالنتائج الآتية:- إن اللامركزية الإدارية تعد طريقة من طرق الإدارة لأنها تعني بتوزيع الوظيفة الإدارية بين الحكومة المركزية والهيئات أو المجالس المحلية . تختلف اللامركزية الإدارية عن اللامركزية السياسية على أساس إن الأولى تهتم بالوظيفة الإدارية فقط بينما تهتم الثانية بالوظائف الأساسية للدولة وهي التشريعية التنفيذية والقضائية. وجود تداخل في الاختصاصات التشريعية والتنفيذية بين السلطات الاتحادية ومجالس المحافظات غير المنتظمة في إقليم وفقا" للقانون رقم21 لسنة 2008 المعدل.. https://rish.uokerbala.edu.iq/article_61316_da0971e91083fa7072cc9797155a5648.pdf
