Decentralized administrative bodies shall enjoy functional autonomy from the central authority in order to preserve the principle of legality of these organs, and become, well, subject to the supervisory authority. This study aimed to identify the decentralized administrative bodies, subject to administrative supervision, and know the method of its creation and operation including Algerian law? The study also aims to identify the legal principle of functional autonomy sub report to the central authority, and share some of his terms of his skills? It also aims to reveal the success of Algerian legislature to introduce the idea of democracy based on elections in the administrative affairs of the decentralized bodies إن الهيئات الإدارية اللامركزية تشارك السلطات المركزية بعض اختصاصاتها التي منحها لها القانون في ظل نظام اللامركزية الإدارية،حيث تتمتع بالاستقلال الوظيفي عن السلطة المركزية ، ومن أجل المحافظة على تطبيق مبدأ المشروعية لهذه الهيئات، قيد المشرع هذه المشاركة بالوصاية الإدارية، التي تعتبر أحد أركان اللامركزية الإدارية. وبذلك أصبحت هذه الهيئات محلا للوصاية الإدارية. تهدف هذه الدراسة التعرف إلى الهيئات الإدارية اللامركزية محل الوصاية الإدارية، وعلى كيفية إنشائها، و تسييرها ، خاصة في التشريع الجزائري ؟ وتهدف الدراسة أيضا التعرف على الأساس القانوني الذي سمح لها بالاستقلال الوظيفي عن السلطة المركزية ؟ ومشاركتها بعض اختصاصاتها ؟ كما تهدف إلى الكشف عن مدى نجاح المشرع الجزائري من إدخال الفكرة الديمقراطية القائمة على الانتخابات من مجال الشؤون السياسية إلى مجال الشؤون الإدارية في الهيئات محل الوصاية الإدارية. https://rish.uokerbala.edu.iq/article_40283_59c5caf828e6ccb7ca16878a727a1fdf.pdf
